Work in layers: diary notes give you language fragments; police files give you digits; the envelope and final photograph come last.
Decipher all nine notes (Brahmi symbols → English meaning in the digital case file), close all three police files (one digit each), then use those digits on the sealed envelope. The final photograph is ordered using what you learned from the notes plus what is printed behind the image.
Short and long marks appear in a pattern — they are giving you a direction, not spelling whole words.
